Plumbing for ProductionFlag.USES_CURSOR_ANCHOR_MONITOR

With this CL, LatinIME starts calling
InputMethodService#setCursorAnchorMonitorMode in #onStartInput()
when ProductionFlag.USES_CURSOR_ANCHOR_MONITOR flag is explicitly
set to true.
