* Implement UserHistoryDictionary for each user account.•••UserHistoryDictionary currently uses locale to determine the UserHistoryDictionary on the filesystem. With this change we use the account name as well. Thus each UserHistoryDictionary would following the following spec: UserHistoryDictionary.<locale>.<account>.dict.
